Govt proposes new model to cut electricity tariff, 24 conditions set for IPPs

The government has established 24 requirements for transitioning from the current capacity-based approach to a take-and-pay agreement with Independent Power Producers (IPPs), with the goal of lowering power rates for customers.

According to Business Recorder, the plan is part of ongoing discussions between the government and IPPs aimed at restructuring agreements that have led to high power rates.

The agreement is nearing completion following important negotiations between senior government officials and IPP representatives in Islamabad.

Technical specialists reviewed records from several IPPs, scrutinizing fuel, machinery, and equipment procurement, in order to uncover cost-cutting opportunities.

Over the last decade, Rs1 trillion has been paid to 26 IPPs as capacity payments, highlighting the need for change in the industry.

According to the report, talks about the new power arrangements are being held at a secret site in Rawalpindi since a major member of the Power Sector Task Force refuses to attend sessions in Islamabad.

According to a draft proposal shared with stakeholders, the following 24 requirements provide the foundation for the transition to the take-and-pay model:
